What I've done for some years using various systems is create (broad strokes) a continental region, with annual events (heavily modified from Oriental setting of Venerable Ancestor Game). Sometimes the events or their fallout affects the players, sometimes they affect the events. Either way, it gives them a sense of belonging, of being involved.
When your old neighborhood is destroyed in the Great Fire, or the Grand Duke's daughter remembers that you rescued her poodle, and invites you to the christening of her first born ... it hooks the players.
