After studying up on pirates for a future adventure I have discovered one thing,,,pirates have been a pain since early man got out on the water.
However I am side tracked with this idea.
The seaport was ransacked by pirates at the fall of the Urdish Empire and the river
town was abandoned afterward due to economic decay. Slatehome's population is multiplying and the city is looking to expand.

One settlement's pirates is another settlement's tradesmen. If you don't protect your goods you don't really deserve them.

The names are generic for now, if adventurers were to reclaim the town and city what level range (1-3),(3-5)? would be needed?

I was thinking that a port close to island of Corvis would make sense, the goods can be offloaded and transported by barge to Slatehome avoiding rounding the cape and passing through the islands occupied by bands of pirates.Re: BF1 Morgansfort

Sounds good. The wreckage of the Empire of Urd, perhaps, now under the rulership of a number of barbarian kings...
After the fall of the empire the pirates get their revenge by ransacking the port town and sinking a ship or two in the harbor to make it unusable. Whatever towns people leave and the barge facility at river town becomes abandoned due to lack of work.
Years later Slatehome's population is growing and the rulers decide expansion is necessary. Someone remembers the river town and the port city and decides someone else(adventurers) needs to check the feasibility of reoccupying these places.
Of course it would be fraught with danger and the usual assortment of monsters. I was thinking of adding a necromancer and cleric sidekick stealing bodies and skeletons to build their undead army as an adversary. This group of people being traced back to one of these spinoff kingdoms where necromancy is a state backed art.
