One could say that a morale score of 12 means the creature has absolute control over its bravery/courage/perseverance... meaning no need for any random determination. Bear in mind, I am not saying such a creature (with 12 morale) would never retreat/run/etc.... but just that determination is no long...

You won't find them in BFRPG directly as you surmised. Nor Gith/Zerth or other protected creatures.

A percent chance, but NOT scaled for level as that's not done with any of the standard races. Or a 1-n on d6 if you like. Dex as a minimum would be okay, but honestly I'm not sure they need one.
