Page 2 also covers that. As it states:
Rolling two d10's this way is called a percentile roll, or d%. These rolls are generally against target numbers, but for the roll to be a success, the result must be equal to or less than the target number. So for example, a character using a Thief ability (described later) with a 30% chance of success rolls the dice: if the result is 01 to 30, the roll is a success.
In other words, like many other d00 systems it's "roll-under"; if something only has a 5% chance, you'd have to roll a 01, 02, 03, 04, or 05. Anything higher fails, which is logical since it's only a 5% chance.

It's funny, in reviews I sometimes get kudos for including such basic stuff as how to make percentile rolls, but still I get this question regularly (not just from this member, to be clear). It makes me think that it does not matter how much I write, someone will still not understand me.

Maybe people don't read every page and thus miss such info?

If the problem is with understanding a 40% roll to see if the wolf is in the den... Maybe some people need help with extrapolating data...

I'm way late to post here, but I just want to ask....
Is hold portal (1st level spell) really meant to be 1 round per level?
(I assume the answer is yes, and I'll just comment that it seems a bit short....but of course GM's discretion and all that)

In Iron Falcon, Hold Portal last 2d6 turns.
Even 1 turn per level would be short.
