Is the Dragon Turtle the toughest monster in BFRPG ?

Greetings, all. I was perusing the core rulebook the other day in search of some tough monsters with which to challenge some high-level characters, and I couldn't find anything more deadly than the Dragon Turtle :

* Max of 45 Hit Dice
* Max of +16 Attack Bonus
* 3 attacks (Claw/Claw/Bite) of max 3d10/3d10/16d6 damage - or breath weapon of 30d8
* Armor Class 22
* Saves as 20th Level Fighter +5
* Has up to 3 spells each at 1st and 2nd level
* Immune to virtually all poisons
* 13,650 XP value.

Am I missing something, or is this guy the king of the BFRPG monster heirarchy ?
