This might be more what you are looking for:

https://www.twiddla.com

I used this for a few years, actually, before moving over to roll20. It's easy and free.

Another option is:

https://www.rptools.net/toolbox/maptool/

I think players have to download this one, but I've heard from other folks it is not a huge deal.

Seriously, give twiddla a try first.

Roll20 is fairly flexible. Some people use it ONLY for generating character sheets. You can also use it ONLY as a way to display a map; this is nice if you have an LCD gaming table and want to use "fog of war" visibility effects. If you don't want to use the built-in tracking system, you can just avoid tokens all together, or add them without linking them to character sheets.

Programming was not the right word. Set-up is.

I have no interest in entering hit points for PCs or monsters. No desire to automate anything. All I want is a platform on which to share a battle mat or map online.

Roll20 and Fantasy Grounds my only options?
You can do that so easily with Roll20 it's amazing. Without adding any automation. It's just about right by-default. The only settings you need to do is choose the Basic Fantasy Character Sheet that someone else programmed, even that is optional. And learn/look at the dice roller for the chat room there, by the way it's the same style of dice roller controls as a lot of online chat rooms use. Super simple, several different ways of doing it (by pressing buttons, or typing 1d20).

Whether you want to play in text chat, or face-to-face voice and camera style, the basic free Roll20 does this. Just make a free Roll20 account and click "Create New Game". You could be playing BFRPG in 5 minutes or a day from there.
