Those items could be done by editing the odt to add cross-references. We've done it for newer docs; for the Core Rules odt there's really only 1 person who could do that without messing it up likely something that can be added to the to-do list for the one-day r108 or such (ie unlikely to happen anytime soon).

I'm happy to add header styles to headings, but the formatting of that document looks intense.
