The boots activate "on command". That usually requires speaking a word or two out loud--which is usually how the new wearers learn how to use them. You shouldn't have to stop to use them, but whether that stops you or not is a fair question. You can move just fine once levitating, by pulling or pushing, so I don't see why it would work like telekinesis. Once you stop ascending, you're still levitating and nothing is preventing horizontal movement.

I agree with the rest but I'm curious about how the players know what the master was using. Technically the GM could have changed the magic item over to boots of leaping and the players would never know the difference. I know that is opening a different can of worms but there is my thought.
