Monster damage dice or by weapon

Quick question, certain monsters like goblins have listed damage 1d6 or weapon. Does that mean the maximum a kobold does is 1d6 and if they used a weapon that does 1d4 like a dagger, you would then use the weapon stat?

I read it as 1d6 being the default weapon damage, so the monster would be using a weapon like a short sword or spear. If the monster wields a weapon that uses another die type, use that instead.

Exactly.
There is a default or generic damage one can use (i interpret as a simplification for any weapons they might use), but if a GM wants more detail or variation can use specific weapon damage.

Personally, I use the generic damage most of the time. Just easier on the fly.
Is it really the end, not some crazy dream?

And monster stat strings in adventures should never say "or by weapon." The writer should always specify the exact damage dice, and what weapon is being used.
