Spell duration and rage

I'm new to Basic Fantasy and have a question about spells. When looking at spell range and duration, some will have a "value per level". Like the spell Light has a duration of "6 turns + 1/level". Or Fireball has a range of "100' + 10'/level". Is this "level" suppose to be spell level, or caster level? I'm not able to find this distinction anywhere in the rules.

Character level (caster level), spell level does not change on the spell itself.
